My suggestion to owner is really depends the value of the car. If the car worth more than 1000, it worth to do something, otherwise forget the it. If you decide to persue it, check your lease to see whether there is anything in the lease that says no no-plate vehicle is allowed in the parking lot otherwise will be towed alway.
