Chances are your sister will get a booking notification after the first court appearance.  Then she will need to go to local police station to do fingerprinting et al.  In such case, she still has arrest record. At least, it will appear this way if she does a FBI fingerprinting criminal record check later.

沒有正式 areest 就不是 arrest.
