也有一种可能：公寓manger没有真实的向总公司报告是支付法庭判决，这个法庭判决是退回多收的钱。而是说了个别的减少自己责任的理由（乱收钱被人告倒法庭还输了，他不担心lay-off才是怪事），而这个理由让总公司误认为需要W9.

或许可以和总公司沟通一下。把法庭判决附上，说明是退回多收的钱。然后，很清楚地询问：你们付我这个判决也要填W9吗？对方敢说yes。那就是实实在在的证据----逃税，欺骗。。。。。

如果公寓manger说了假话，也就被揭穿了，你们会很顺利拿到钱。（也说不定这本身就是总公司在巧妙地调查公寓manger）
