they would not extend your STD b/c it overlapped with your vacation days/paid holidays. But I do think you can start your STD before your baby's birthday, as a matter of fact it is required by law in NJ.
It seems that you work at a small company. In such case, it is hard when you don't have a good relationship with the HR. I agree that you talk to your boss first to see how you can resolve this issue. Before you go, collect all info you need and evidence to support your request so you can make a strong case. No need to acuse this HR person unless you are confident that you can get her fired. It is very different in a big corporation. HR will always be very careful but they rarely really care. But with a small company, first get support from your line manager and his/her boss. The people who are running the actual biz always make the final say. Good luck!
