I am not from Tier 1 school but a small public school. However, I believe what chair told you is true. It will take them a long time to phone interview 10-15 candidates. And then they need to get approve for the last few candidates for the campus interview. One month is a reasonable time frame for tier 1 school and what he told you is very official.
