[债券]在treasurydirect上买了tbill已是Auctioned状态但还没到issuedate可以反悔不买

已经auctioned了，还没到issue date，还没扣款。

如果我看到auction结果不理想，可以把银行的钱转走，导致购买失败

这样做会有什么后果 或 罚款 或 后遗症 吗？
