情况简述：
我是同时给父母申请亲属移民的（但是作为两个独立case), 现母亲已经通过面试了，而父亲还被卡在上传的Civil Documents 审核一关（今天刚收到NVC更新，又被打回来了），打回的理由如下：
Part of this document is missing. All notarial documents must have an English translation, and be attached with a certificate stating that the English translation is in conformity with the Chinese original. Please ensure all sides of every page are scanned and visible. Please visit https://nvc.state.gov/scan
-It seems the translation part did not meet the USCIS requirements. Please read the following links for the translation requirements and then do the translation again. You may find a Translation Service in US (Google to find one) to do it for you or ask your friend to do it for you based on the USCIS requirements. Then, provvide the new treanslation version and the original 公证 to NVC. Another choice is to find a new 公证处 in China which knows the US immigration law well to do the 公证 again.

几个没过的document都是中国的公证（包括出生，无犯罪等等）。
-It seems this 公证处 does not know the US immigrantion law well.
几个月前也是这几个被打回来，我当时以为是有些页复印得不清，于是重新上传时每一页都印得非常仔细，清晰度肯定没问题， 但还是被拒收，我就实在想不出有什么拒收的理由了：只可能是我爸遇上了一个极为刁钻的审核人，因为这些中国的公证书，在我妈的Case申请中完全没有问题，而且我爸以前在办理加拿大移民中也反复使用过，没有任何问题，而且我们以前自己的移民不也是这样上传国内带过来的公证吗.
我最后琢摸来琢摸去，是不是问题出在中国公证书的封面，

是不是这位审阅人认为封面没有对应的英文翻译于是简单粗暴的拒收？也就是说，要让这个人满意，是不是必须把封面过掉 （不上传），这样的话， 只上传里面的内容，正好是一页中文一页英文？8老师怎么看？
另外，请教8老师， 遇到这样的问题，有什么地方可以有效的申述？我试过这个，https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/ask-nvc.html 担感觉完全无效。8老师有其他途径推荐吗？
