Just wondering which visa is better and quicker, K1 or K3 under current circustance?

Should I wait and get the visa in Canada or I have to go back to China? If I need to go back to China, may I enter US custom? The situation is not good so far betwen US and China.  

Please advice. Thank you in advance!
