Just wondering which visa is better and quicker, K1 or K3 under current circustance?

Should I wait and get the visa in Canada or I have to go back to China?
-Because you are not a permanent resident of Canada, you need to go back to China to get the visa.
If I need to go back to China, may I enter US custom? -Don't see a problem.
The situation is not good so far betwen US and China.
