请教8 老师和各位懂行的老师

看到本坛有好多高手指点。想给父亲办绿卡，文革期间结婚，没有结婚证，母亲去世，无法补办。这种情况如何去申请绿卡？如果民政局出证明，拿到美国来翻译一下可以吗？多谢！！！
