我以前持国家教委公派J-1, 若此次再持J1出来，在美国能否办豁免呢？若驻美大使馆不给办的话，能否办单方面豁免呢？

我现在在国内一大学，感觉人事复杂，待遇也差，而原美国老板也想我继续给他工作。
