When you apply H1, USCIS will ask for approval notice of your J1 waiver. Therefore H1 doesn't apply to you. There is no way to avoid J1 waiver if you want to apply H1 or greencard in future. If you just stay in US for a couple of years, that's very easy -- just ask for J1; if you want to to apply H1 or greencard in future, the best way is still to ask for J1. If you want to do your J1 waiver, you need to make sure you can easily get approval from your original institution. The easest way is to transfer your "Dang An" to "Ren Cai Jiao Liu Zhong Xin". Once you are clean in China, it shouldn't have any problems to have your J1 waivered.

Since you never applied for your J1 waiver before, you don't have any issue of "2 waivers" like the guy "Suggest!!" said.
