About the finger printer for kids

My daughter is only 13 years old(until Aug. this year) but we got a notice from CIS this week showing she should do fingerprinter on Jan 26, otherwise she will be considered giving up! We didn't pay any extra fee for her biometrix when we submitted her I-485(in her case I-485 only $210.) Would you like to tell me the possible reason if you have any idea? Any help will be greatly appreciated. Thanks.
