如果是我，和房客谈，就说刚刚发现地下室出租有安全隐患，违法，现在给房客两个选择

1）你会报告给city, 同时起诉previous owner， file eviction;

2) you feel sorry for the inconvenience due to the mistakes of the previous owner, you will help them by paying them (I would pay 2-3 months rent) if they move out by a certain date (give them 1-2 month). 

如果你担心地下室租客会对暖气炉进行破坏，你可以考虑安装监控摄像头
