请问如何appeal for the tax exemption呢

我们的产品是duty free的。
我看见要收件人交纳broker fee and taxes。

我觉得既然选用了快递业务，难道broker fee还没有包括在送货人所出的shipping/handling fee中吗? 还要向收件人处收取。

再者如何appeal for the tax exemption呢，我们可以将所有的费用都由送货人处出，只是不希望charge收件人。
