从国内直寄美国和加拿大的快递小包裹，是否会向收件人收取duty/tax

我们想直接从国内寄送产品到客户手中。想知道这种小包裹5KG以内，价值$100以内，是否会收取duty/tax。如果要收取，我们可以先支付，而不希望从收件人那里收取。如何运作呢

最近我们的一单DHL快递，20KG，大约收取13%的tax，另外还加收10几块钱的broker费用，我有些不明白，难道快递费用中不是应该包括他们代理清关的费用了吗。
