usually are sympathetic - if you declare the items sometimes they would even let go of small amount of meat, such as beef jerky, although Meat and Meat by-product are forbidden.

I never tried to bring restricted items, but I have brought the allowed items and ALWAYS declare - no value, but declare what they are - foods, what kind of foods. The officers usually didn't even look at the items when they saw what were declared. Only one occasion the officer asked to see the items, and I was coming back from Australia, not Asia or Canada. After she looked at it, she let me go.
