It depends. If you have a visa(with your photo, it can be expired) which has the same visa type as what you have right now, you do not need to QIAN. But if you changed your status(F1-H1B for example) and you do not have a visa with H1B, then you need to QIAN. Hope it helps. I live in Detroit, a lot of my friends did the same thing.
