Question: how to measure dry ingradient accurately?

I'm a novie cook, and want to 做汤种面包.

 

In the recipe, it said:

汤种：200ml水＋40g（70ml)面粉

 

But how can I get exactly 40g 面粉? Can you recommend tools to use to measure things by weight?
