two PCs A and B, A can see B, And B can not see A
1. in PC A
>pathping -n B
see how it gos
2. in PC B
>ping A
see how is the speed to reach A
3. in PC B
>ipconfig -all
see how is your PC B confogure NIC.

I guess your PC B's NIC has problem
if OK. post your resoult here.

bye the way, PC anywhere are no good, try free download VNC viewer, it is small and fast.
