1. in PC A
>pathping -n B
see how it gos
2. in PC B
>ping A
see how is the speed to reach A
3. in PC B
>ipconfig -all
see how is your PC B confogure NIC.

I guess your PC B's NIC has problem

bye the way, PC anywhere are no good, try free download VNC viewer, it is small and fast.
