想问一下如何控制interne共享用户的下载速度，我快被隔壁

本来我一个人住，用dsl上网的时候，速度很快的，玩cs的时候fps一般都是4，50左右，有时候还30几，后来找了个人合住，共享internet，谁知道那个人是个下载狂，每天大门不出二门不迈就在家里上网下载，我这dsl的modem每天显示流量的那个绿灯狂闪个不停，已经被折磨的好几次冒烟了。而我呢，自从这位搬进来后，就感觉重新回到了拨号时代:(
和她说了几次，结果她居然说我没有在下载啊，很慢的速度，就那么几k的在下，我吐血，我的modem的灯快闪暴了她还没在下载！
555555~~哪位高手教教我用什么办法控制一下她的网速啊！她的操作系统是winxp，我的是win2000，我们用router共享adsl的。
哎，再这样下去我就要变成一只迟钝的ct了…………
