Maybe it is caused by the upstreaming congestion. This usually happens when somebody is using P2P software.
For example, some ADSL's downward speed can reach 120K, but upward speed can only reach to maximum 15K. When a P2P software occupied all the 15K upward bandwidth, the downloading throughput will also be throttled, says 20~30K. This is because that the TCP ACK messages are not able to get through the upward link.
Solution: when using BT or Edonkey, try limit the uploading speed. This seems unfair to other P2P user, but there's no better solution unless you upgrate your DSL.
