Power (dynamic power) is porpotional to voltage square.
In another laptop, I changed the cpu thermal pad (thermal conductivity around 3) to a piece a copper shim (thermal conductivity around 385). When it had the thermal pad, the fan was turned on in 10-15 minutes after the laptop was on. After I changed to copper shim, the fan usually turns on after 50 minutes, sometimes never turns on (when I read book).
