It turned out the problem was with the temp directory (c:\Documents and Settings\user\Local Settings\Temp). The directory was filled with a large number of files from previous crashes of Adobe and other programs that no new files were able to be written into the dir. After cleaning out the junk, Adobe Reader works fine.
