在ebay上买了一台手机,发现是二手的,她还不同意退款怎么办

我在ebay上买了一台手机卖家自称是新的.但是经过判断是二手的东西,我和她通过paypal谈要求退款,她不同意.
各位大侠,到了这一步我要怎么办啊?
我不太懂英文,在ebay上是新手,没这方面的经验
请各位高手大侠给予帮助
