1) I think the HR of the company you're working for doesn't know too much about the immigration matters. You do need the EAD when you got approved by USCIS to get on payroll. They need to make a copy of your EAD and document everything for auditing purpose. You are in a grey area that might affect your future immigration application. Approval on computer is NOT a document, you need that EAD as a hard document to show you are authorized to work.
2) No local USCIS office? Find the closest one to you, and get there to settle this down ASAP. I guess what they ask you to do is to file for a duplicate EAD card. You missed it in mail once, you may miss it again if you file via mail. Just go to an USCIS office to take care this matter.
Yes, you do need EAD to be on payroll.
