if you haven't stared woking on the test, you'll have at least two years to work on your green card. it's usually the time you need to pass those tests and get matched.

i would highly recommend you to get the green card first because you will face some difficulty to find a job if you don't. i have seen several had to do fellowship after fellowship after residency b/o green card issue. the policy may have changed in the past a few years, others may be able to tell you more.
