Any small change in IT world could lead to unexpected result. He is correct not doing it since he may not have full picture of it.

You should not expect other people to change something for you in IT system within a short time.There is a liability of changes.

He has very strong reason to tell your boss first that you make irresponseful demand on him for asking him change something without enough time to understand and test the consequence of changes.

If you do not believe me, I can give you a very simple example in Unix's Makefile. If you copy/paste something in makefile, a tab may become space. The consequence is that a build could be broken, which is very seriou mistake in IT world.

When we switch a task, we give other people a day to take it over, no matter how small.
