I consulted the employment lawer. The company can fire people without any reason or even with a reason as the boss do not like the color of your shirt. The employment law might be different in different states, though.

Lay off means that the company has no work for you to do or they have no money to pay you, e.g. when the company is downsizing or the departments are re-organizing.
