the attitude of the 2nd person is a major concern; if he showed that this position is not that critical for him, it is difficult to believe he will be loyal to the position. Loyalty is very important to any group. If that man can have better attitude, showing enough respect to the future leader, showing his desire to get this position and showing he is a team player, suggestions might be changed. If he already felt he is over-qualified for this position, do everybody a favor, do not apply for it.
