印度HCL在玩花招吗？

我在７号拿到印度HCL job offer。 他们催我１６号到新公司上班，所以我定了１３号是我在现在公司最后一天。但奇怪的是HCL迟迟不肯给我TN VISA SUPPORT Letter（我有加拿大护照）。没有TN VISA 当然１６号不能去新公司。 昨天让他们承诺我能２３号上班，但是他们不愿意。印度HCL在玩花招吗？
