one way is to talk with the director of

the program and/or the chair of the dept. Also talk with the committee. If it is in a public univ, one can also try graduate school. If one can find anything related to discrimination, one can let the school know that a potential lawsuit may occur. If one cannot get the degree after 5-year hard working, nothing to lose anymore.
