should I ask or not?

Good moring Everyone,

I have been stayed under water for long time. Sorry I don't know how to type Chinese at my office desktop.

I have one question really bother me: 

My manager needs to carry two usb thumb drives to our partners. I am the document person who makes the data transmittals. I need to sign on the transmittals. Now my manager asked for the transmittals, but did not give me the two USB drives.

What should I do?

1) ask for usb drives and take a look at the data, then hand me the signed transmittals

2) trust him, since he is my manager, hand him the signed transmittals without checking the data on them.

(all data is confidential)

Please advice.
