Please help me figure out what this hiring manager real purpose

I went to interviewed one of the top 100 Hi-tech companies last month.
Two days After on-site interviewed, the hiring manager send the following E-mail:

The interview team was very impressed with your fit for this job.
Right now we are evaluating the impact of SOW changes from our customer so should have an answer for you next week.
Sorry for the delay

After one week, he sent me the following mail:

Hate to do this but it is going to be one more week before we can potentially make an offer.
 I realize you may have other decisions to make and unfortunately I cannot make a commitment yet.
So if you need to proceed with another offer I certainly understand.

I have not heard anything since last month.
Please help me to figure out his real purpose.
