You should remain CALM, FIRM, and state FACTS. Do not use judgemental words and get emotional. Use facts to support yourself. Remember that your manager was picked by his manager, so he has a stronger supporter vs you do not have any. Have an exit plan.
Don't believe in his comment about his rating since he knows that there is no way you can verify. Also, in some companies, the rating communicated to you is the first rating, and there is a final rating which determines compensation. Your boss's rating is irrelevant to you.
My suggestion is that do not sign the review if you do not agree. You could consider:
- Ask manager to review each goals and comments in your form. Tell him clearly that you will not sign unless you have a clear understanding of issues, and this will help you improve if there is a need for improvement. Also, tell him that you would appreciate if he let you know of improvement areas during the year.
- Prepare a list of your accomplishments to the meeting, as well as any emails from your users and your coworkers appreciating your work.
- If your boss still insists that VP decided the rating, tell him that you would like to have a joint conference among three of you.
- Involve HR to get advice (if you have good documentation to support yourself)
