外资企业是否允许使用VPN

请教大家

我们公司是在德国的一家软件企业，最近有意在中国设立一间分公司，招聘程序员做项目，现在的问题是总公司这边希望和分公司建立VPN连接进行工作，可我咨询的结果是中国法律不允许外资公司私自架设VPN，也有的说中国外企都有VPN，没人管，请问有人知道具体情况吗?
