Thanks Usinca.Actually I know what the employee manual says and I am not that excited. 

That guy has said kind of sorry to me ( "I was angry on the situation, not on you personally."). This makes me recall the moment USA bombed our embassy in Yoguslavia. 

A friend of mine who worked for Quebec government told me that she saw some cases that a tiny harrassment gave some victims the chance to rest at home for 3 years or more with full salary. My case might not be that severe, but I am curious that from the victim side, how to manipulate (write a letter to whom for example) this to maintain justice and gain proper interest. At least I should not keep silence in front of the speech of discrimination especially to those bastards who speak shabby quebec french and steal previledge shamelessly from the others.
