合同工 in USA

My friend got a permanent IT job offer from a big IT consulting company but she would like to do a contract job (since it is in other far away state and would like a short term for a year).  Would it be possible if she discusses with their Human Resource manager to change the offer from a permanent position to a contract position?  Any advise would be appreciated very much.
