Would you give a recruiter your social security number and date

I applied a job online and got a call from the recruiter. She not only asked me to meet with her but sent me a bunch of forms to fill out. These forms ask personal information for background check and also references check. I asked the purpose of these forms and was told the background check is to verify my education, and she will call at least one of my references before offering me an interview. I think it is really premature to provide such information before a real job interview (let alone a job offer) is offered. What do you think?
