It is pretty clear that you don't repor to her.  However, sounds like that nobody has made it clear to her, or she ignored it.  Do you have any written e-mail from her that request you to send your weekly to her?  If you do, forward to your boss, or yoru hiring manager, and ask them to clarify with you.  It shouldn't be your job to deal with this.
Same applies to if she tell  you what to do.  Find one e-mail that is most ridiculous, send to your boss, ask if you should follow her direction or not.
