请问这个offer

暑假在一家公司实习，实习最后给了我转正面试。最后走的时候，manager说正式offer需要上面的三个经理批准才行。然后上个星期四HR给我打电话，告诉我offer进入最后流程，还需要等1，2个星期寄正式的offer。并且大概说了下base，问了我expection，和打算用什么身份工作。挂了电话，我又发了封信，随便问问有没有bonus，办不办H1B，正式工作时间，HR就没理我了。。。

这个offer应该是定下来了吧？还有一个问题，我这个学期要先毕业申OPT，明年一月份才能开始工作，签了这个offer就安心毕业不找别家也没关系吧？因为是第一个工作，比较担心。
