新人向Manager提这个要求会不会不合适？

在公司主要用C++或者VBA，有时候需要立刻分析画图的时候，真心觉得干活效率低。想向Manager要Matlab，估计一年要花上$5000左右买个license，而且Manager需要向上头申请才可能给我买个license。隔壁组有人用Matlab，我们组没有。新人就向Manager提这个要求会不会有点不太好。
