中式英文的特征是什么? 怎样提高口语?

去开conference, 听见中国人给的talk, his accent is intolerable which makes his good topic atrocious. 

为什么很多中国人一说话, 就听得出来是国人, 至少亚裔? 中式英文的特征是什么?
