大家一般提前多长时间和老板商量long-term vacations(2-3周)?

我有11年没回国了，上周和老婆商量一下，准备七月初回去3周看看父母。把原因给老板讲了，刚被老板据了。 见他的EMAIL.
“However, for a long vacation – 2 or 3 weeks - we need to develop a plan from the beginning of the year, so that your absence doesn’t have a negative effect on our work”.

统计一下，如果回国2-3周，大家一般提前多长时间和老板商量？我因为这段时间没太多事，闲着，就突然想回国看看，算是提前了3周，是不是有点太仓促？但老板要我“the beginning of the year“ 是不是太过分？
