2. Explore EEF and OPAs for the new project.

3. Uncover the initial high-level risk and its impact to other projects as well as other projects' impact to the new project.

4. Identify objectives of the new project.

5. Identify the stakeholders and their needs for the new project

After you're done with above investigation, you can start to plan for the new project.
