请教各位大侠，这种情况该如何处理?

上周我申请了一个比我现在位置高一级的工作，在同一个公司的另外一个部门，昨天interview的结果不错，今天我收到那个部门老板的email，原文如下：

Hi XXX, 

Thank you so much for taking the time to interview with our team. I received really great feedback from our group. I know that William (我原部门的老板) is looking into options for you, so I want to allow you time to work with him so you can decide what you really want to do. Our team is one of your options, so if after talking with William you'd still like to see what we can offer you, I will put a formal offer together for you and we can go from there. I just wanted to be sure that you know that we all really enjoyed talking with you and think you would be a very good candidate for our team, but I'll be waiting to hear from you and/or William before I take it any further.

昨天interview之后，我原部门的老板立刻就跟我说今天要找我们部门的director给我商量一个counteroffer，他们希望我留下来。可我到现在也没有听到他们商量的结果。

我从来没有经历过现在这种情况，拿不定主意该怎么办，请教各位大侠，从上面新部门老板的email里是不是确定会下offer，offer下了之后是不是还有讨价还价的余地?

最头痛的是貌似两边都在等对方先下offer，这种僵持不下的局面如何才能打破? 我是应该主动找我现在的老板询问counteroffer的结果，还是要求新部门老板先下一个formal offer之后再讨价还价?

真头痛啊~~~~现在我该怎么办呢?
