1) Congratulation for your job offer from the China division of the BigCompany! Too bad the salary is too low. But, it may be good enough for you and your 割肉 in China.

2) When you interview in the USA division, if tell them you have a offer from China division will help you, tell them. If NOT, don't tell.

I guess this division will not care much you get offer from China division or not. Therefore, probably don't tell.
