"不同地方的BUG也要出不同的TICKET"

This is not for this case.  Before this email, this manager didn't have any instructions either.  The questions were for the developer (who was in India) and the manager was in the loop so he replied before the email reached the developer.  Where did you see me "别出心裁,找难堪" in this case?  I don't feel insulted (nor do I think that's what he intended), just a bit mad.  If I showed this email to my director (my reporting manager) or the original bug filer, I bet they'd be on my side although I lack of interests in arguing for this trivial thing.
