How to negotiate recruit

I need to renew my contract through recruiter. Yesterday, I ask for a raise to recruiter. 

she reply me like this, sounds like recruiter donot want to take out any her commision, just after one year ask the client for money.

You won’t be eligible for an increase until 1 year. At that time I can put in a request for you. The increases would be dictated by them.

 

What should I do?
